When you get down to it, most Web sites are duplicates of material available elsewhere (albeit harder to find). Latvia's Re-LAB Electronic Arts and Media Center attempts to break the mold with amateur video of the Baltic country over a bed of minimalistic techno beats along with broadcasts from similarly thinking counterparts, including Austria's ARS Electronic Fest.
